Washington D.C. ­– House Majority Leader Kevin McCarthy (CA-23) released the following statement on House passage of H. Res. 162, calling on the President to provide Ukraine with defensive military assistance:

“From the beginning of the crisis in Ukraine, a bipartisan majority in Congress understood that this conflict is about more than just a Russian assault on Ukraine.  It is an egregious violation of international law that threatens the stability of Europe and undermines the international order built at such great cost in the wake of World War II. It is also part of a broader Russian strategy of repression at home and aggression abroad.

“Today, the House passed House Resolution 162, a resolution expressing a strong, bipartisan call for the Obama Administration to assist the government of Ukraine in resisting the illegal invasion and occupation of Ukrainian territory by the Russian government and Russian-backed separatists. The resolution also calls upon the President to use the authority Congress provided him last December in the Ukraine Freedom Support Act in order to provide defensive military equipment to the Ukrainian government. I joined the Speaker and a bipartisan group of Members just weeks ago in sending a letter to the President warning, ‘we should not wait until Russian troops and their separatist proxies take Maiupol or Kharkiv before we act to bolster the Ukrainian government’s ability to deter and defend itself against further aggression.’

“Finally, the resolution recognizes that the Administration and international community will need a long-term strategy to support Ukraine’s fragile economy, encourage needed economic and political reforms in Kyiv, and confront the broader threat to the region posed by Vladimir Putin’s aggression.  At the same time, we must not forget Russia’s people, who suffer under an increasingly corrupt and autocratic regime in the Kremlin.  Confronting these growing dangers will require strong American leadership.”
