Washington, D.C. – Republican Leader Kevin McCarthy (CA-23) released the following statement on Democrats’ so-called China bill:
“The Chinese Communist Party has proven to be a threat to American safety, security, and our way of life. They have stolen our innovation, unleashed coronavirus onto the world while refusing accountability, and aim to unsettle strategic allies through military provocation.
“How do Speaker Pelosi and House Democrats respond to this growing threat? By proposing a toothless bill that does more to appease their corporate allies than it does to strengthen America’s security. It wastes billions of dollars on unrelated matters and includes no measures to make China pay for the chaos they created. The COMPETES Act isn’t serious legislation – it is a façade to cover up the Democrats’ reluctance to actually do anything to hold China accountable and their desperation to do something to distract from their domestic crises. This is yet another example of Washington Democrats’ failed one-party rule.
“We must act to protect America’s interests – first and foremost. Last fall, House Republicans introduced the China Task Force Act – a comprehensive blueprint that will make the United States more secure and will hold the CCP accountable for their malign behavior. It is a moment for Congress to speak with one voice by passing a strong bill that advances America’s competitiveness and finally holds China accountable.”

Science, Space, and Technology Ranking Member Frank Lucas (OK-03): “… Instead of focusing on strong consensus policies, she’s filled her package with poison pills with no bipartisan support. There was no need to make this partisan, but it seems that the Speaker can’t resist taking good policy and making it controversial. At first glance, this bill actually weakens our ability to deal with the malign influence from China. We cannot afford to play politics while the Chinese Communist Party threatens our economic and national security.”
Ways and Means Republican Leader Rep. Kevin Brady (TX-08): “… As President Biden sits on the sidelines while our competitors are reaching trade agreements that divide up the world’s customers for their farmers, workers and businesses, Democrats are pushing a highly partisan bill stuffed with more Washington control over the economy and ideological pandering to Democrats’ political base, which is angry at them for failing to deliver on a radical Socialist agenda…”
House Foreign Affairs Committee Lead Republican Michael McCaul (TX-10): “… Let me be clear: the Pelosi bill’s inclusion of the EAGLE Act proves Democrat leaders are not serious about confronting the CCP. The EAGLE Act authorizes more taxpayer money to pour into an unaccountable UN climate slush fund than it does to counter the CCP… The CCP is the most significant generational national security threat the United States faces. The American people deserve better than a superficial, partisan response.”
House Energy and Commerce Committee Republican Leader Cathy McMorris Rodgers (WA-05): “Approaches like USICA or the America COMPETES Act — both massive expansions of government subsidies and federal control— are not how we beat China. From what I’ve seen so far in Speaker Pelosi’s bill, it’s another attempt to outspend the CCP with duplicative, multi-billion-dollar command and control programs that will diminish our global competitiveness, fail to solve the supply chain crisis, and make inflation worse.”
Financial Services Ranking Member Patrick McHenry (NC-10): “This Democrat bill does nothing to combat the rise of the Chinese Communist Party… Financial Services Democrats’ provisions include: policies to cover up for the Biden Administration’s giveaway of $40 billion in no-strings-attached IMF money to the CCP last spring, and their support for $130 billion more last summer; as well as granting Treasury unchecked authority to block Americans’ digital currency payments worldwide.”
Republican Study Committee Chairman Rep. Jim Banks (IN-03): “… Pelosi’s new bill, the COMPETES Act… is weak and fails to properly confront the China threat, and it throws billions at unrelated issues that have nothing to do with our national security. For example, it includes millions to study coral reefs and gives billions to the United Nations Green Climate Fund. At the same time, there is no money to enforce our sanctions laws or increase our military strength…”
Education and Labor Republican Leader Virginia Foxx (NC-05): “The last thing America needs right now is another legislative masquerade orchestrated by House Democrats – and yet, that’s exactly what we’ve received. With over 3,000 pages of misplaced priorities, this bill is nothing more than a conduit for more bureaucratic bloat from this administration. Democrats are failing American workers and families and giving the Chinese Communist Party a free pass.”
House Judiciary Committee Ranking Member Jim Jordan (OH-4): “By giving more money and power to Biden’s out-of-control Federal Trade Commission to continue its punishment of American businesses, this Democrat mega-bill’s biggest beneficiaries will be our competitors in China. So long as far-left policies like these are the best the Biden Administration and Congressional Democrats can put forth, our economy will continue to suffer, our shelves will remain bare, and foreign companies will benefit at the expense of American job creators.”
House Armed Services Committee Ranking Member Mike Rogers (AL-03): “Nancy Pelosi’s so-called COMPETES ACT should be titled the SURRENDER ACT. It does absolutely nothing to make our nation more competitive against Communist China. Worse, this bill distracts from the modernization of our military to combat the threat from China with pointless Green New Deal projects and woke social justice projects.”
