Applying Common Sense to Infrastructure Projects
Select Committee on Climate Ranking Member Garret Graves (LA-06)
Energy Innovation Agenda: Clean Energy Infrastructure
Bill: H.R. 2515, The Building U.S. Infrastructure through Limited Delays & Efficient Reviews (BUILDER) Act

We have an obligation to protect our natural resources for future generations, Rep. Graves says. And the majority of projects that are carried out across the country are sensitive to the environment even if exempt from the National Environmental Policy Act (NEPA). But when NEPA is applied, the outdated process often becomes an obstacle to protecting the very people and resources it is supposed to be serving. If we want to invest in American infrastructure – from clean energy projects to broadband to rebuilding our critical highway system – we need to streamline this process. The BUILDER Act will modernize NEPA to expedite infrastructure project reviews to improve efficiency, reduce project costs, spur economic recovery, and rebuild America.
