“The loss of life should always be the last resort [and] I wish this had turned out differently. I mourn with Rayshard’s family today. There was something that his attorney said last night — and this needs to be investigated thoroughly — but he talked about deescalation, and that’s what we’re talking about in our legislation that we’re working on with Senator Tim Scott…

“Better training. What [can an officer] do to be able to deescalate when someone points a taser at them?

“Accountability. Not only just the training but also the transparency of body [cameras] so everybody can see what is transpiring so that an investigation is done thoroughly.

“And then… if there is a bad officer, how are you able to remove them and [make sure] they aren’t able to go to another department?

“These are all things that are very important. Unfortunately, Democrats think that the best thing to do is remove money and they praise the removal of money [for] police officers. I believe greater training, greater transparency and greater accountability is [the way] to solve much of this problem…

“[T]here will be a markup on Wednesday as we continue to work with Senator Tim Scott [and] we’re hopeful that we will rollout legislation this week… We should work together, to restore, rebuild, and renew America, and that comes with working together in this situation as well…

“Unfortunately, [Democrats did not work] with Republicans at the beginning [when] we reached out and I think there will be an opportunity here to be able to do that… If they have an open process that everybody can offer ideas, I believe that the end of the day, you will see Congress come together, rise to the occasion, to make sure we strive to be that more perfect union we know we can be.”
